Missoula Police took a man into custody on Monday afternoon, August 1, after an altercation in the 1100 block of west Broadway, which sits on an island in the Clark Fork River.

"At about 4:20 p.m., one of our Community Service Specialists made contact with three males sitting on the bridge to the entryway of the island," reported Missoula Police Public Information Officer Travis Welsh. "A couple of them had open containers of alcohol and the specialist saw very clearly on the lap of one of the men a baggie of what appeared to be marijuana and a pipe."

The man with the pipe, identified as Oliver Brandon Garms, apparently threw the bag of marijuana into the grass, in full view of the Community Service Specialist.

"The two men with open containers were very cooperative and did as asked and offered the specialist no problems," Welsh said. "Mr. Garms on the other hand, suddenly jumped up and ran at the unarmed civilian specialist, she stepped out of the way and he grabbed up the baggie that he had previously thrown and ran into the foliage."

Garms was quickly caught on the island and was charged with a misdemeanor for possession of drug paraphernalia. He also faces a charge of Obstructing a Police Officer and a felony charge of Tampering with Evidence.
